URS Corporation serves as our City Planner and is represented by Debbie Pfeil of the Millsboro, Delaware office. The Millsboro office is dedicated to serving government clients with building inspections, building and site plan reviews, Comprehensive Planning, all engineering and planning related services, Code Enforcement, regulation writing and administration assistance. We view ourselves as an extension of the government clients we serve.
Debbie Pfeil has been the City of Harrington Planning Consultant since 2006. Ms. Pfeil also served as the interim City Operations Manager for a little over six months. Ms. Pfeil has assisted the City in the codification of all ordinances, updating key ordinances, identifying out of city utilities, conducting a fee analysis, streamlining the land development application process/time by introducing Administrative plan reviews, amendments to the Comprehensive Plan as well as the coordinator of all development/annexation projects located within the City.
Debbie Pfeil has nearly fifteen years of municipal government experience with a concentration in the following areas: Land Use Planning, Municipal Administration/Planning, Code Enforcement, Intergovernmental Coordination, Fee/Procedure Analysis, Finance/Budget and Municipal Training. She has been instrumental in assisting several municipalities in many different aspects regarding daily operations to include short and long term planning. Ms. Pfeil facilitates training sessions with municipal positions, such as: Code Enforcement, Clerks, Administrative support staff, Planning Commissioners, and Board of Adjustment Members.
